Charlotte-Mecklenburg Police Chief Johnny Jennings said “I understand the outrage” after video emerged showing a police officer punching a woman while trying to arrest her. She and another man were allegedly smoking marijuana in public when the police approached them. WCNC’s Jesse Pierre reports.
